My Interpretation
The first thing I noticed in this clip, which seems to be a common occurrence in the show is the visual representation of shifting realities through the cinematography. In this instance, as Rue snorts the line, the camera does a 180 flip and we sense she is no longer sober.
Following this reality shift, this clip overloads you with cinematic techniques. The pace changes constantly and suddenly, leading to a very uneasy feeling for the audience. There are fast and jump cuts that are used in conjunction with strobe lights and slow motion to create a really great effect. And after all of that is done, there is a long shot that is held on Rue's face for a very long time. This rotates around her very slowly with the changing colors portrayed on her face.
During the rest of the show, there is bisexual lighting used, pinks, purples, and blue but in this shot, the lighting seems to be more of red and blue. This red and blue, in my opinion, signifies the danger that comes with drug use and is a play on the colors of a police or ambulance siren.
